Hardcore Jaguar fans will want to castrate me for this (can't say a bad word about the system to them), but as a fellow Jaguar owner with a very extensive collection, I will say that in actual execution many of the games are not that great overall. As always, there are exceptions. It has one of the best version of Wolfenstein 3D anywhere, for instance. The controllers are also quite awful. One of my biggest beefs with the system is the sound--I was never impressed by it.

Certainly the biggest disadvantage with the Jaguar was lack of AAA developers making games for it. Every system needs those to showcase its capabilities and the Jaguar really didn't have those. When it did have excellent product, like Alien vs Predator, the developers were never able to follow up on the experience/knowledge they gained from the work. In other words, as good as Alien vs Predator is, the next game by the developers could have blown it out of the water with what they learned.

64-bit or not, the Jaguar was certainly capable of more than its library has shown. There's lots of big talk from certain homebrew developers of how they'll be able to unlock the system's full potential, but to this point, it's been all talk with no product.
