No, it's not itchy, at least not to me. When I grew in my facial hair, it wasn't itchy either, same thing when I shaved my head.

The man groomer electric shaver is the way to go. It's easier just using an electric, though it's not quite as effective at times as a regular razor.

It sounds crazy, but it does look better on most guys to be sans hair, though of course having hair is certainly natural. I've met my fair share of women who prefer the shaven look.
