"everything is clearly visible"

But only in a limited kind of way: You can only see what's in your immediate vicinity.
This isn't a problem when the scale is very large and you can see very "far" but when the scale gets smaller your field of vision gets increasingly restricted.

Example:
You know that there is a large tower not far from the palace but you don't know in which direction. In a 3D perspective you may be able to see the tower from where you are without moving (only turning) - in a 2D perspective you can only see the tower if it's close enough - but if you can't you have to sweep the area, which results in a different gameplay mechanism.
