It will always come down to the games. Where are the killer games for the PSP? There are maybe 3 or 4 games that I've had even vague interest in playing. Compare their lineup to even the 1st party titles on the DS. Then throw in the backwards compatibility of the DS to all the GBA games.
Though of course with the DSi, the backwards compatibility with the GBA games is out the window... Of course that was also after allowing many years for people to properly transition, so at this point it's no major deal except for those who liked to play "homebrews".
In my opinion and usage, the PSP actually has a very strong software line-up, but poor battery life and often long load times kind of dampen the experience at times. Also, new and exciting titles have been few and far between of late, with Sony promising that this will change now for quite some time. The PSP is hardly a failure and is in fact the most successful competitor against the Game Boy line ever, but it definitely needs a new hardware iteration that addresses several of the flaws and goes more solid state. There's still time to make the portable line an even bigger, more enduring success, but not a great deal of time in a world of DSi's and iPhone 3G's... (and for some of us, Pandora's as well...)
