A flicker fixer means it outputs vga basically. The C64 standard output is poor quality coax.. They were more common on the Amiga, higher res = more blur on things like a tv.
LCD monitors with their fixed refresh rates cant deal with the low level 15khz signals these old machines output so you need to upscale the signal basically to try and get it into the low level 31khz band most monitors need.
